On 12th June, Intersismet held a Workshop in Hotel Timor, Dili, together with the Secretary of State for Administrative Decentralization of the Democratic Republic of East Timor, dedicated to the topic, “Organisation and Modernisation of Local State Administration”.

The Seminar was attended by 108 participants, including all the District Administrators, the staff of the Ministry of State Administration and the Civil Service Commission. At an institutional level, the workshop was attended by the President of Parliament (the second most senior figure of the State), the President of the Civil Service Commission, the National Director of Local Administration and the National Director of Regional Development.

The Minister of State Administration and the Secretary of State for Administrative Decentralization were unable to attend the workshop due to overseas commitments but sent very positive speeches, praising the initiative, which was organized at a time when East Timor was starting to define its Decentralization process. The initiative involves capacity-building of the new municipalities at a physical, organizational, technical and institutional level.

Under the theme Local Government Administrative Modernization, Intersismet presented the “Integrated Management System of Local Administration” which has been implemented successfully in municipalities and provincial governments, respectively, in Portugal and Angola.

It is a management information system designed for the public administration, allowing  to manage, in an integrated manner and in real time, the areas of accounting and cash flow management, human resources, assets and other functions of public sector bodies, thereby constituting an important instrument of administrative modernization and the municipalities capacity-building.

This initiative is framed in Intersismet’s internationalization strategy.
